Toko Kusumi

Ice runs through the veins of Special Operations Division 1, and nobody embodies that chill quite like Toko Kusumi. As chief of the division within the Bureau of Espionage, she commands fear and quiet respect from subordinates who know her only by a nickname she never asked for: the "Ice Queen," a fixture of Black Torch's ninja-versus-mononoke underworld.

Toko Kusumi’s Role and Personality

A scar across her face says plenty before she opens her mouth. Kusumi studied law and criminal psychology abroad, then joined the Bureau after a Public Security investigation exposed her to the world of mononoke. She trained under former Division 2 director Toshimasa Azuma, and it was there she first crossed paths with Shiba, an agent whose easygoing nature sits at odds with her rigid discipline. Colder and more calculating than almost anyone in the Bureau, she still carries a quiet contradiction: a private taste for sappy shojo romance manga that none of her subordinates would ever suspect. Her strained, prickly dynamic with Shiba suggests there’s more warmth under the surface than the “Ice Queen” title lets on.

Who Voices Toko Kusumi in Black Torch?

Yūko Kaida voices Kusumi in the original Japanese version, an actress recognized for roles like Isabella in The Promised Neverland and Tsukuyo in Gintama. Laura Post takes on the English dub, a performer whose credits include Ragyo Kiryuin in Kill la Kill and, notably, the English-language Isabella in The Promised Neverland, giving the two actresses an unusual overlap on that earlier character.
