His inaugural speech at Junon is less a ceremony and more a declaration of war on anyone who doubts him.

Rufus Shinra’s Role in Rebirth
In FF7 Rebirth, Rufus consolidates his grip over Shinra while continuing to pursue the Promised Land – the ancient secret his father obsessed over under a fresh corporate banner. His agenda runs parallel to the main party’s journey, making him a constant, looming threat rather than a simple villain. He and his imposing military canine, Darkstar, serve as the end boss of Chapter 12, “A Golden Key,” where his combat style mirrors his personality: precise, aggressive, and backed up by a loyal enforcer.
Voice Cast for Rufus Shinra
Josh Bowman brings Rufus to life in the English version, reprising the role he first took on in Final Fantasy VII Remake and The First Soldier. Bowman is widely recognized outside the game world for playing Daniel Grayson in the TV drama Revenge. In the Japanese version, Toru Okawa voices Rufus with the same chilling authority, a veteran actor also known for voicing Kureo Mado in Tokyo Ghoul.
